The 1st Nuclear Security Summit issued a communique and development plan to reduce the threat of nuclear terrorism through responsible national action and effective sustainable international cooperation, as well as strong security measures. The multilateral summit on nuclear safety issues was attended by leaders and representatives of 47 countries, including China, as well as international and regional organizations such as the United Nations, the International Atomic Energy Agency and the European Union.

The Nuclear Safety Summit recognizes the importance of the International Treaty for the Suppression of Acts of Nuclear Terrorism as an important legally binding multilateral instrument to address the threat of nuclear terrorism; The Treaty on the Protection of Nuclear Material is currently the only legally binding multilateral agreement on the issue of securtity and protection against the dissemination of nuclear materials to unbenounced groups to the international regulatory commition, the treaty’s 2005 amendment is widely considered a step toward strengthening global security.
